10. Jude Bellingham
Jude Bellingham, who at just 19 became England’s second-youngest goalscorer at a World Cup in November, has a potential rating of 91 in the game.
Its developers calculate a rating, out of 100, for each player, which they believe will be able to show off at the top of their career in the game. Bellingham, who plays for Borussia Dortmund, starts the game with a rating of 84, so the developers believe that he will have a lot to offer as the game develops.
The midfielder, who began his career at Birmingham City, already starts before the media with an 84 dribbling rating and 80 physicality.
9. Dusan Vlahovic
Juventus striker Dušan Vlahović, 22, also has a potential rating of 91 in the game. He starts the game with an overall rating of 84, but his shooting value is 85.
The Serbian star had an excellent goalscoring record with Florentina, scoring 44 goals in 98 games, for which Juventus snatched him this summer.

Kai Havertz, who plays his club soccer for Chelsea, also has a potential rating of 91.
The attacking midfielder begins the game with an overall rating of 84 and is noted for his dribbling, also rated 84.

7. Florian Wirtz
Florian Wirtz has a potential rating of 91 but, as he starts the game with an overall rating of 82, he is higher on this list than Bellingham, Vlahović and Havertz.
The 19-year-old midfielder, who is German, has an 86 dribbling and 80 passing when the match begins.
He would be a major addition to any team if the players can get him out of Bayer Leverkusen, and for a huge fee.

6. Gianluigi Donnarumma
The FIFA developers believe that 23-year-old goalkeeper Gianluigi Donnarumma will be worth his potential rating of 92.
The Italian goalkeeper, currently at Paris Saint-Germain, starts the game with an overall rating of 88. He has 90 in his diving attribute and 89 in his reflexes.
Donnarumma has already made 50 appearances for Italy, having earned his first cap aged just 17 in 2016.
5. Vinicius Junior
Real Madrid winger Vinícius Júnior, 22, has the potential to reach a 92 rating on FIFA 23.
He starts the game with an 86 rating, but his pace is terrifying, with a whopping 95, when the game starts. Vinícius Júnior also starts the game with a rating of 90 for his dribbling skills.
He has made 20 appearances for his country, Brazil, since bursting onto the international scene in 2019.

Manchester City star Phil Foden has a potential rating of 92 in the game. He passes Vinícius Júnior for a spot in the top four because Foden starts the game with an overall rating of 85, one less than the Brazilian.
Foden, a 22-year-old midfielder, has 88 for dribbling with opening matches and 82 for his pace attribute.
He has already scored more than 30 goals for his childhood Manchester City since his debut in 2017, when he was just 17 years old.
Pedri, a Spanish central midfielder, is believed to boast a 93 rating in FIFA 23 as it unfolds. Like Foden, Pedri starts the game with a rating of 85.
He is also excellent on the ball with his dribbling attribute starting at 87 and his passing at 81.
Pedri plays his club football for Barcelona, but has been linked with a move to Manchester City in the last year or so.

Erling Haaland has been a threat to Premier League defenses since joining Manchester City in the summer for more than £51 million.
And it reflects in FIFA 23: the striker is given a potential rating of 94. Haaland, 22, starts the game with an overall rating of 88 anyway.
Although he was born in Leeds, Haaland is a Norway international, so he did not showcase his talents at this year’s World Cup as Norway failed to qualify.
Haaland begins FIFA 23 with ratings of 89 Pace and 87 Physical.

The Paris Saint-Germain striker has a potential overall rating of 95 in the game, starting it with a rating of 91.
He has, right off the bat, 97 pace and 92 dribbling ability.
Others who were further down the list of players with the highest potential ratings in FIFA 23 career mode include Liverpool defender Trent Alexander-Arnold (90), Paris Saint-Germain midfielder Vitinho (89) and Camavinga from Real Madrid (89).
